Question on horn wiring

95 Buick Lesabre. In the process of trying to diagnose why the horn does not work.

I took the air bag off and see red and black wires for the horn. Can someone explain to me how the horns are wired on these cars? Is it hot and ground that goes to the horn pad or just ground? I tried jumping the terminals in the steering wheel before the horn pad and nothing. The horns themselves do work putting direct 12+ and ground to them.

Click Here and then click on Fig #60 for a wiring schematic on the horn system. Notice how the "horn button" only supplies a ground for the relay to energize.
