97 accord electrical problem?

The entire electrical system turns off and on. It will not let me start the car. Battery and alternator are fine.. what could this be ??

How do you know the battery and alternator are good if you can't start it?

Have you checked the battery cable connections at both ends (at battery and at engine ground/starter or power distribution box)?

An internally shorted battery will put out seemingly strong power until you try to start it, then shut off and nothing then recover spontaneously...a bad ground will act similar.
