2001 Villager cooling fan won't shut off

My mom's 2001 Villager cooling fan keeps running, even with the key in OFF position and the engine cold. It eventually killed her battery. We pulled the connector off the fan motor until we can figure out what the problem is. Recharged the battery and drove the van to warm it up, then shut it off and let it cool down overnight. Plugged connector in again, fan still runs. I have never heard of this happening to any vehicle. Any help will be appreciated.

Are you the original owner? Sounds like a bad relay or a temp sensor or a fan about to fail which is common on this model.
