TOD and Front Drive Shaft

With the TOD disengaged, should the front drive shaft rotate easly using ones had or should it be engaged up like the rear shaft ?

The front drive shaft on my 99 trooper with TOD has the same charastics as the rear when tod is off and the engine is off.

When the car is running, the front drive shaft can be turned although it has some kind of viscus resistance. It does not freely spin.
