96 geo metro radio locked out

I have a 96 geo metro and the radio/cassette is in loc mode. trying to follow the operator manual's instructions for unlocking after power loss is not working, all it says on the display is inop when you follow the instructions. Is my radio hosed or is there some magical way to restart it?
