97 Voyager non working horn and cruise control

so today i had the clock spring replaced under the factory recall hoping that it would fix the problem of the horn and cruise control not working but it apparently had no affect. i have checked all of the fuses and relays but they are all working and i cant figure out what else could be wrong any suggestions?

I have the same problem and was hoping that you had the solution ...if i find anything out i will let you know
