1995 ac problem

I have a problem that the ac does not always want to turn on. I adjust the temp but it doesn't help. It sometimes it will come on after I drive it for a time. What controls this function?

What part of the system does not "turn on", the compressor, or the fan?

Do you have Auto Climate Control (ACC) or the manual system? If ACC, you may have a bad blower control module.

Thanks you were correct. The fan was bad. I replaced the fan and it works great, thanks.
