why wont my tail lightsand panel light work

i have a 95' nissan 200sx se and my tail lights jus stopped working my brake lights work but my tail lights dont, and when my tail lights went out so did my panel light on my dash it won't work either. i also have trouble starting the car it acts like the battery is dead, i have already replaced the battery and it did not fix the problem and i checked the fuses they all seem to be fine, what should i do i really need sum help.

Most likely a fuse, check them all in the interior box.
