1999 Plymouth Caravan relays tripping

I have a 1999 plymouth caravan and it is giving me a difficult problem. I have been looking for an answer for ahwile, hopefully somebody here can help.

Basically, when I try to start the car, as soon as the key is turned to the on position, the relays in the relay box next to the computer start turning on and off at random. Because of this, the car will not start. If they stop tripping, I can then start the car, and after a few moments it will happen again. I contacted the dealer and the dealter said the starter was bad. So I replaced the starter. They then told me the battery was bad, so I replaced the battery. They then told me the ignition switch is bad, so I replaced it. The problem continues. I also have a code reading tool, however it does not give me any error codes?

Unfortunatly, I work at an orphanage in Nicaragua, and there are no dodge dealers or parts stores for that matter. I have to try and find the problem and then have the part brought down. Finances are a problem, so to keep throwing parts at it is really not an option. Anyway - any help would be appreciated.
