We have a bike path north of here, posted at every entrance that peds yield to bikes. This follows some pretty long hills, and its pretty easy to hit 40mph. A few years ago someone walking got hit by a bike, almost killed both of them. I can see why the keystone cop stopped you, but with no one around and if you are not doing it when anyone is around they should leave you alone and go after bigger problems. Or the cop was trying to make himself feel important.
