95 Buick LeSabre Power Lock Problem

My power locks don't work in my 95 Buick LeSabre and I found that a 20 amp fuse was blown. I replaced it and it blew immediately. A wiring diagram shows that the only two places it goes are the lock and unlock relays, but I can't find them anywhere. They are not under the dash behind the glove box and I can't find them in the doors. I also looked under the seats, even pulling the front passenger to find an ECM of some sort, but no relays. Where else do I look?

I dont know where the relays are but.. my fuse was blowing because one of the actuators was bad. I replaced the bad actuator and no more problems.
