Wont rev above 2800rpms?

I just got done with my gsr swap, I start it up, it idles at about 1100 rpm, which is normal, so I try to rev above 2800rpm and it stops and sounds like its hitting a rev limiter, WHAT would do that? I double checked my wiring, can timing do that (cuz i dont think mines perfect yet) Does anyone have any ideas on what else can do that or what controls the rev limiter? Thanks in advance

lack of vacuum in the intake manifold can do that. So can a severely clogged cat or highly-restrictive exhaust.

As mentioned above, TPS can definitely do that too. It'd be good to check all the sensors and the IAC (idle air control) valve on the intake manifold.

It wouldn't hurt to check the fuel pressure too, to make sure you're getting enough fuel.

Yeah Im getting a check engine light, I put the jumper wire in to check it, but it wont throw a code! It just constantly blinks and so does the battery light but i used my multimeter and im getting 11.6V shouldnt that be enough?? It cranks my starter just fine? Thanks everyone for responding

p.s. code #1 is the O2 sensor, that is fine...it cant be the exhaust, i punched the cat, you could see right through it.

How's your spark system? I know historically I've had problems hitting high rpms (around 7,100+) when my spark plugs started getting old, as they would be prone to misfires. How do your plugs, plug wires, distributor cap, and rotor look? I know the numerous avenues of possibilities being thrown out here are annoying, its just that there are so many different things that could be causing your problem.

is the #1 code the only one it spits ? honda ecus can work with all the sensors burned, but the revlimiter will be between 2800-3500 rpms depending on the model.

the wires and plugs are new, i tested the distributor pick ups and they are fine. I got pregapped spark plugs? It couldnt be that the gap is off right?
