I also have an 03. I have automatic climate control in mine. Yes, it's a vacuum problem. Inside the controll unit there are 4 vacuum controllors. One is bad. The bad part is that you can't get them. You either have to part out another old broke one or find a good used one on line. If you can do a "smoke test" on your unit it will determine what one of the 4 is bad.
