Every DOHC (SOHC i am unsure of) of every year share the same rods. The rods in your car are no different from the rods in the 99 vr-4s. The only change was the crankshaft. They gave all DOHC's a crankshaft when they switched over from a 2-bolt to a 4-bolt in the tt models.

there is no way you'd ever want to run past 7,000 rpms on stock turbos. The most you can boost on them period is 15 psi because if you try to go past 15 psi, they are so small that they will work too hard and just dump a lot of hot air into your engine which will lead towards pre-detonation. On top of that, they can only hold around 10 to redline. You might be able to get an additional pound to redline from intake and exhaust mods. Personally, i think its a waste to raise the rev limiter on a td04 based turbo because the power band past 7,000 rpms is just not there.

If you rev really high without the proper upgrades you are actually hurting yourself more then helping. If you make your peak torque and HP at 5000 rpm, you shouldn't really go past that, because you are decreasing in power for however long your holding it. Also if you shift at about your peak you wont lose much power between shifts.

The stock 9b's will only hold high boost for a little past 5000 rpm without any supporting mods (intake, exhaust, fuel pump, injectors, boost controller, etc.)

A few "bolt on" mods, a couple "cut, smash, hammer, weld, etc" mods, and a couple "why the hell do I need this/what the hell is this" weight reductions.
