83 El Camino loose steering wheel

Need help with access to 4 torx bolts (E8) to tighten loose steering wheel.
have removed, steering wheel, lockplate, directional signal, and tilt steering pins, but the assembly is still blocking access to 2 of the 4 bolts. Help please.

after removing pens the upper housing should come off and put you right at the screws make sure you use lots of lock tight on them or you will right back at it again!

Make sure you have removed the tilt housing spring before you remove those 2 side pins. After those are removed, pull the tilt lever (like you were going to change tilt positions) and then you can release the tilt housing from the base and have full access to all the bolts.
