Hard start/High idle

Hi All,
I have a '98 Sable, 58,000 miles, OHV engine. When I start it, cold, I have to crack the throttle ever so slight, or it will not start. It will just turn over, but not start. I can hear the fuel pump spin for a few seconds after I turn the key, so I don't think that is the problem. I have no codes, so I am wondering about the TPS. Any ideas?

Then there is the idle problem. While driving, it seems that the engine is increasing in RPM's. I really notice the problem when I approach a stop light and have to stop. It takes way too much brake pedal to slow the thing down to a stop. A couple of times I have pulled off the interstate and the engine was running about 3000-3500 rpm's and refused to come down unless I shut off the ignition. Then, when I re-started, it was fine. I'm thinking it may be the IAC valve. I checked the throttle cable and it is not sticking. Any ideas? This is my wife's car and she only drives about 7 miles a day, so it really doesn't get much use, but she won't drive it the way it is right now.
