94 Plymouth Voyage horn and dash lights won't work

The dashboard lights of my 1994 Plymouth Voyager will not work. The radio has also stopped, but will cut on for no reason from time to time. When this happens you can't cut it off nor change the station. Also the horn has stopped too. When you try to blow the horn, you can hear the relay clicking, but that is it. Does anyone have an idea what could cause this and possibly how to fix it.

maybe the clock spring.... does the heater control panel thing work ?

The heater works. When you turn on the headlights and the lights that come on in the dash so you can see how fast you are going at night, those don't work.
