opel vectra 1991

i have opel vectra
year - 1991
engine - 2.0 cubic centimeter

My car pass only 170,000 Km

my problem is that the led of the choke is on and off.....
i understand that if i want to know the problem i need to connect to the coputer....

i serch here in israel , and i didnt found someone with this coputer , they tell me that this car is old .....

Do anyone have suggestion or a way that i can find the problem without a coputer ?
I Heard that there is a way to short the circuit and then some led is on and some led is off and then we can know what is the problem.........
