86 5.7L not quite warm start

Lately my 86 burb - 5.7L has become difficult to start at times. It starts well when cold and also when hot but if you start out cold drive a short distance and shut down prior to it reaching operating temp then it acts up as if it is giving too much (or perhaps not enough choke). Which sensor sends the signal to the electric choke? I assume it is fading and needs checked.

Choke unloader or the choke itself is not opening, take a look at these functions as a starting point.
