parking brake lock-out clip

Hi i have a voyager/town and country here in the uk.Problem is the parking brake lever takes about a zillion clicks to engage before it holds the thing!The car was recalled a few years ago to have a lockout clip fitted to the ratchet mechanism,and a shorter cable.I wonder if the clip was fitted correctly or if its been messed with since(i've only had it a couple of years)--Anybody got any ideas??
