No lights, horn, cruise control!

I just got a 94 Continental. The rear tail lights come on when the headlights come on. The front turn signals stay on left or right only when the headlights are on. The backup lights come on whether the headlights are on or not. Cruise control doesn't work neither the horn buttons. The windshield wipers work fine. The brake lights don't work at all (the third brake light also). All fuses are checked and are fine. Any help would be greatly appreciated!

horn and cruise control work now it was a fuse

The horn and cruise control work now it was a fuse. I must have missed it when I checked them last night at 9 PM in the dark. The brake lights and turn signals don't work.

sounds like you might have a bad lighting control module......you checked all the fuses so im assuming you dont have to replace any others?......like the ones under the hood?......could be a short somewhere grounding your lights out too....have someone with an omes meter help you out or if you have/know how to use one have a go at it.
