Windshield wiper fuse keeps blowing?

On my buddies 82 Vanagon, his windshield wiper fuse keeps blowing. I looked at the wiring diagram, I believe the LOAD REDUCTION RELAY is bad. What do you think?

main switch(key)_______(LOAD REDUCTION RELAY)______+(fuse)____________

___(windshild wiper motor)(windshield spray pump)_______(ground)-
