very slow acceleration to 0 to 200 rpm

I own a 96 sebring and when i start accelerating from 0 rpm the response is very slow until the engine reaches around 2000 rpm. my mechanic suggested it might be an electrical problem but I have replaced the spark plug cables & distributor cap and still have problems, We did computer scan and no problem. please help
