Will not start

Hi , my daughter has a 1994 Lumina , it would hardly turn over so we put in a new battery, still hardly turn over ,put a new starter and cables from battery, still hardly turns over, it was running fine up to this point , we are on a limted budget so trying to fix it ourselves, could it be the engine it self or what would you try next, thanks

remove the serpentine belt, then try to start it. could it be possable for a belt driven pully to be binding? it cranks slow, does it start eventually?

I assume you mean it rolls over slowly while attempting to start like a dragging starter? Have you noticed any cloudiness to the engine oil, or a mysterious loss of coolant? Has the car ever overheated? Please be as specific as you can.
