Question 1999 2500 Rear Brakes

My right rear drum seems to lock up (grab) and ABS doesn't have an effect on it. I've heard that changing shoes and drums will fix this. I looked up new drums and shoes and have seen different sizes for a '99 2500, ranging from 13x2, 13x2.5, 13x3 and 13x3.5. Will the VIN tell the clerk which ones are correct or does it matter?

Welcome Aboard!

Remove the wheel and drum, and inspect the retention hardware and linings for contamination. Verify that the adjuster is able to move freely.

If you do not discover anything obviously wrong, do the same to the left rear wheel. There is also the possibility that the right rear is locking because the left rear is ineffective. Shouldn't take more than an hour.
