1999 Cavalier wont turn over

I came to my car today to find it will not turn over and made an extremely funny dinging noise instead of the ussual sound when i stuck my key in. When i stuck it in my shift light, check engine and brake light when on. although all of them except the shift light ussualy go on. My first thouhgt was that my computer was malfunctioning so i did the one thing i could think of ... disconncecting hte battery and pluging it back in. that didnt work. my inside lights and headlamps dont work either although my cd player eject button does.

Any help would be grealty appreciated.
