97 1.0 Horrible Performance

Hey folks,

Car has very little power in lower rpms, and problem gets a lot worse with the A/C on. TPS is good, Crank Position sensor is good. Distributor is new. No codes. Engine surges at idle. Very difficult to set ignition timing because the timing wont stay still, even with the diagnostic plug grounded as instructed to do on the hood.
