2002 JGC power steering problem

Our streets flooded yesterday and I had to drive through soom nice size puddles. After I made it back to dry pavement my power steering was gone for about 20 seconds. After some nice squeeling the power steering kicked back in. Is this normal? Is there a way to prevent this?

It may have just been a side-effect of the v-belt up front getting soaked, but that's just my . . .

this is a very dangerous thing to happen and not very trail rated. I have searched on the internet and cannot find a solution.
