I know it's a dirty word to some but, if all else fails the dealer can set it for you. Had the cluster replaced once under warranty. They reset it on the new one.

My guess is that they Guessed on the miles for the title and that it has 13k on it. if you drive it for a while (about 9k)it will probably say 22k then the title will be correct.

At least according to a schematic for a 96 GC it appears the odometer input to the instrument cluster (CCD Bus +/-) comes from the powertrain control module. Don't know that I would take that and run with it though. I believe all the primary computers talk to each other on that bus. Thats the only signal input to the instrument cluster shown. The three others are power/ground and ignition.

the odometer reading comes from the BCM under the dash left side of column and must be written in by authorized personel
