Headlights/dashlights flicker

I hope y'all can help...my car's in the shop getting a new manifold plenum thing and while they're there, I want to have another problem fixed.

Whenever I step on the brakes or turn on my turn signal, it affects my dash display (PRND21, etc) and it also affects my headlights, if they're on. The lights flicker or dim for a second. I have had my mechanic check the charging system twice now and he can't find anything. The first time, the battery failed the test, so I had that replaced (about 4-6 months ago), but it's still doing it, sometimes very badly. He just checked the system again today and said everything is within spec. He wants to help, but until he finds the problem, he can't get the warranty people to approve the repair. He'll have the car tomorrow, too, and he is open to suggestion, so if you can help...please.

Try replacing the flasher! When they get old, crud builds up on the contacts and it draws more current.
