2002 Impala Swimming pool in car after rainstorm

Hello everybody, I'm a fairly new car owner, and I'm pretty happy with my car despite a few of its little problems. There are a couple of problems I need to take care of, but the most important one is where I found out after a rain storm, that there is a tiny swimming pool on the passenger side of my car on the floor.

I've been reading around on the net, trying to find a good solution for this, and I now have an idea of what's causing it and where the water is finding its way into my car. When the water comes in, it looks like its coming from the light just underneath the glove box. I read somewhere that after a good winter freeze (which my city had not too long ago), another person who had the same problem, had his "hvac intake seal" torn, which is apparently right on the outside of the car underneath the wipers. Now I've looked at my car and the small plastic piece underneath the wipers does lift up, as suggested by that person.

Now thats all fine and dandy, so I have an idea of where its coming into my car, but the solution provided on that site was that I just stick it back down with double sided tape. Now I'm not thoroughly convinced that a little bit of double sided tape is going to help me waterproof my car. My question is does anybody have any alternate solutions to this that they can suggest? Possibly an idea of if that plastic piece/seal whatever it is could be replaced rather inexpensively?

The plastic piece under your wipers should be removed... Rotate your wipers to a vertical position and leave them there... If I recall correctly, there are two fasteners holding the trim piece... One threaded, one a push-pin type... Remove them and then the trim piece comes off... Under that is the passanger compartment air filter... You should replace the filter and remove all the leaves, debris, etc. inside that whole area... It's probably all clogged up with crap which doesn't let the water drain out the drain hole... The water gets backed up and runs down the chute where the filter is and into your passanger compartment...
