celica lean at idle

Hi everyone, new here. I have a 90 celica that has had everything done to it, timing belt, dist, full tune, motorvac injection cleaning, o2 sensor, tps adjustment, egr test, it is lean at idle and no one can figure it out. If you give it fuel it will richen up and it runs good at cruise. thanks for any help

how do you know its running lean?
what do your plugs look like, can you take a pic after letting your car idel for a minut?

the o2 sensor is stuck low at idle and it runs like junk

dosent mean its running lean, it could have a vaccum leak or something else
and how do u know the o2 snesor is low at idel?
pull your plugs after like 2 minuts of ideling and take pictures of each and post them here and ill tell you if your running lean or not
