98 Malibu won't start fuel gage at E has gas

I don't drive my 1998 Malibu much, it has 56,000 miles. I just has the intake gasket replaced 2 weeks ago. I had a hard time starting it yesterday. I drove it for 10 miles and parked it. Today it won't start (just cranks) and the fuel gage stays on the E peg. Also the interior and fog lights won't work. No ding with key in and door open. The SES, ABS and Theft System lights are on. I am an industrial electrician and checked fuses and fuel pump relay. I checked the contacts on the Ignition switch. I tried leaving the key in the on position but the Theft System light won't go off. Power windows, Trunk release, wipers, power locks all work.

When you turn the key from the off position , do the guages go up then back ? Outside of hard starting the day before, how did the mal run ?
You know if it were me I would not dissasemble anything or do major troubleshooting. I would contact who did the work and let then know , first.
More than likey it might be something related. Even if they screwed up something and they can see that you fiddled with the car ,, that my friend is an out for them.
