91 Tercel Back Up Light outage

Hi all,
I've got to track down a backup light problem and need some advice. My service manual says to first check bulbs (done that), then check fuse. Where is the fuse??? I don't want to move to step 3 (check neutral safety switch) if I can get away with maybe just replacing the fuse.
Anyone ever dealt with this problem before? I'd appreciate any advice you can offer.

the fuse should be in the fuse box just to the lower left of the steering wheel, under a llittle removable panel

Thnx. Those fuses are all good. I didn't know if there was another line fuse in there somewhere. Guess I'm onto step 2......get under the car and check for power to and from the switch.
