L8000 Help This truck is killing ME!!!

The truck is a 94 Ford L8000 with a 8.3 liter motor and a Eaton 8 speed.

The Problem is the truck runs fine until I put it in 7th and 8th gear. Its like its not getting fuel. The turbo will wine down and there is a complete lose of power. If I push in the clutch the motor will wined back up and then lose power after letting the clutch back out.

I have replaced all rubber fuel line, lift pump, and fuel filter and number of times.
I'm going to check the turbo today to make sure it looks ok.

I'm at the end of my rope and any help would be highly appreciated.

Check the fuel pick up tube in the tank. Some @sshole vandal put a plastic shopping bag in the tank of my L9000. It got sucked into the fuel pick up tube and partially blocked it.
