A Turbo when it goes will normally blow Oil Smoke out of the exhaust and some will also be seen in the intake side, If water is escaping out of the turvo it will usually be a line or the center housing has cracked but usually don't make it to the exhause pipe. That and the Turbo would be very noisy because the bearings are shot and the turbine blades will be hitting the housing.
Do a compression check of the engine, I'm banking it to be the head gasket went bad, that is a more commonly known failure on the Chrysler Turbo 4's.
