Correct resistance check of the ignition coil for Grand Marquis 94 EDIS?

Hi all me again. I'm trying to determine if my ignition coils are bad. Had replaced the plugs and wires. I gapped the plugs and i still get a small hesitation. Replaced egr valve , cleaned the intake and ports. Cleaned MAF and IAT sensors. Replaced oxygen sensors. Checked for vacum leaks. A mechanic told me that it could be the plugs, plug wires and/or ignition coils.

I check the ignition coils by chilton book. My primary is 0.6 ohms and my secondary is 14.56k ohms. The book says that the minimum for primary is 6 ohms and maximum for secondary is 14k ohms. Anyone knows is this info is correct? Are my coils bad ?
