EGR Harness VOM readings

Anyone know what the pins on the EGR harness should read with a VOM in key-on, Engine-off and Key-on Engine-on modes? Which pin controls pintle movement and at what voltage?

I would assume one of the voltages should be changing as the engine comes up to temp and under high throttle. I have a P1406 code that is reoccuring and it has to be how the PCM is controlling the movement of the EGR pintle.

Also, how long does it usually take for the EVAP system tests to complete their cycle? I have one that shows "incomplete" on the scan tool but it should eventually complete, I hope.
