Temp sensor.
If it has one wire, ground it to the motor and watch the gauge (key on), it should go all the way over to hot. If not, gauge or wiring is bad. If it has two wires at the sensor, shunt them together to test.
If the gauge swings over when you test it, your sensor is bad. Replace.
