PIAA XtremeWhite Headlight Bulbs and Air Fan

1) I noticed in the Bavarian Auto catalog they are selling PIAA's XtremeWhite Plus headlamp bulbs. Do these bulbs really make a difference on my 2000 323i as compared to the OEM bulbs? They are about $80 a pair and I don't want to buy them unless they are significantly brighter. Also, I like the Xenon look but won't pay 500-$800 to install them, any other alternatives?

2) My headlights will dim when I shift and brighten when I accelerate or engage my clutch again. I had the dealer put a voltage meter on and test this issue but they said it was registering normal. I have added a upgraded aftermarket stereo system, mini TV, and VCR to my car and the dealer said this might be causing the problem. However, when I turn everything off it still does it, any ideas?

3) My thermostat(heater, A/C) control is misfunctioning and the delear said that it has been a common problem for my year and model of car. When I turn on the A/C the fan will blow full blast and then slow and then fast and sometimes hardly work. Have you guys seen this problem as well? The dealer will fix it under warranty but I am worried that the part will fail again in another 20k.
