I am concerned about the vacuum controlled timing on my distributer. How do I bypass that?

Its vac controled, you cant bypass it without changing the distributor :P

Can I retrofit a distributer from an fa? Do they not have that? The reason I ask is because I recently bought a new carb that has all the emmissions blocked off, as well as quite a number of other mods.
