with 400 dollars you are not going to get much, i have 1700 in my head, so i would have to say save your money and get the head done first that is where you will see the most difference, trust me it sounds like alot of money but it is well worth it, then go with the bottom end then a turbo setup, so when you hook a turbo to it the engine will be able to handle larger amounts of boost than the stock internals
