Weird Noise Under The Car

I have a wierd noise coming from underneath the car on the passenger front side. It's just one long sound and it stays like that until I turn the car off and then turn it back on. Please Help!

Did you check under the car to see if you were dragging the neighbors cat?
They can make a sizzle sound.
