No cruise control or horn

On my 97 Contiental, neither the cruise control or horn are working, all the fuses appear to be good and I checked the horn and they both blow when hot wired. Could my problem be in the steering column or in the steering wheel controls?? Thanks for any help.

Try the clockspring, or otherwise known as the sliding contact, located behind the steering wheel. that should fix it.
