Is it my tire or something else?

I have a 99 Intrigue that for the past couple of weeks has been making a noise almost like a flat or low tire. Last week got a flat, took the tire off and the tire was worn in almost one spot to the point were the cord were coming through. It looked like the tire was dragged to the point that the rubber was worn off in one spot. Thought it was a bad tire or bent rim. changed the tire and the rim with an extra one I had. Now same noise but a little less?

Does anyone have any ideas?

Also, My brother thinks it's the strut, someone at work says it could be the brakes/rotors or wheel bearing.
