2000 Beetle low beams

I'm having problems with low beams. They're not working. Changed bulbs, checked fuses, what else? High beams and all other lights are okay. Any ideas would be greatly appreciated.

There should be a relay which changes high to low beam when you select. Not sure where it is located but if working you should hear a click when you use the hi/lo beam selector arm.

the harness are known to be a problem on early beetles. the small 10.00 harness that plugs into the headlamp then into the low beam bulb
