Rubbing Noise

I'm experiencing this slight rubbing noise coming from the rear of the driver's side. Its NOT A RATTLING NOISE! When I have the window rolled down and going about 40mph I hear it. It is not noticeable at highway speeds. I hear it more when I'm driving next to a concrete divider or on a side street with parked cars. It sounds like something is rubbing. I already had the brakes chamfered and that didn't clear it up. Its NOT the tires either because I have toyos on right now and it was also happening when I had the stocks on. I think it might be coming from behind the rotor. Anybody have any suggestions?

Some are saying it might be the alignment of the brake pads this is including the e-brake as well.

check the wheelwell.. mebe a bolt came off and its hangin down a bit...?
