99 2.0L auto trans problem

when i floored the gas pedal is seem like the engine is bogging and accelerate very slow after 4000 rpm. Also after 60-80mph. The Coolent fluid was low after parking and not driving for about 3 weeks(filled that up already). I do know that the automatic trans fluid is leaking slightly at the check plug(bottom of pan) looks like from the seal bolt. Could this be because my auto tran fluid is low? I have not check the fluid. I will refill it tomorrow morning since I've heard it's kind of a pain to do. Anyone think it's something else that making the acceleration slow? thanks
