Instument Cluster lights

I have a 1998 528i and the lights in the instrument cluster (turn signal indicator and high beam) are burnt out. I removed the instrument cluster to replace bulbs, however, I could not get the back piece off to replace the bulbs. Is this unit meant to be taken apart? or did I not try hard enough. Any help would be appreciated.
