91' Voyager with dead instument panel and no odometer

3.0 V6. All of my gauges started going haywire and dingers were going off. I checked the fuse box and changed the 10 amp fuse which was not the problem. I could live with having gauges occasionally, at least then I could just set my cruise and go. But now none of the guages work at all as well as the odometer. From previous threads there was mention of changing the IOD fuse under the hood or possibly the Body Control Module. There is no mention anywhere in Chiltons of either. Does my van have them? If so, where would I look? Could this just be the instument cluster that's bad? We have done lots of mechanical stuff on our own but this electrical stuff is quite frustrating.

I had similar problem on 96 Voyager. I think my horn did not work either. They chnged "spring clock" under the air bag in the stearing column and that resolved all my problems.
